According to first term of Article II of the Doha-Tehran Agreement on Security Cooperation signed between the Government of Qatar and the Government of the Islamic Republic of Iran on 3 March 2010 and ratified by the Qatari authorities on 3 January 2013, the parties can take measures to prevent any acts or activities of terrorists groups and organizations carried out on its territory targeting the other contracting party. "
Article 5 of the agreement states: "In the event that either contracting party requests the establishment of educational courses or the purchase of security devices or other applications requiring funds, the expenses shall be allocated, including how to pay under a separate agreement between the contracting parties."
The agreement was written and signed in Doha on March 9, 2010 in two original copies in Arabic, Persian and English languages.
